The City of Campbell is partnering with the Santa Clara County Office of Women’s Policy in creating a recognition program called “Campbell Women of Distinction Awards for 2010” in conjunction with Women’s History Month this coming March. The award program’s purpose is to recognize women of all ages who have made special contributions in the Campbell community. Nomination form and guidelines are attached to this email. Water Main Construction on Campbell Avenue

Water Main Construction on Campbell Avenue (Updated 01/11/2010) San Jose’s Water Company Contractor, Lewis and Tibbets, will be performing waterline replacement work during the month of January on East Campbell Avenue from Railway Avenue to the Highway 17 undercrossing. The Campbell/Railway intersection may be closed at various times and traffic diverted, but access to the down businesses will be maintained on Campbell Avenue. Lane closures will also be necessary at certain times during this work to complete the construction. The hours of work will be 8:00 am to 4:00 pm, Monday through Friday. Inclement weather may lengthen the number of construction days required to complete the work.

On Monday, January 4, 2010, San Jose Water Company's contractor Lewis & Tibbets will be replacing the deteriorating water main running under East Campbell Avenue from Railway Avenue to the Highway 17 overpass. The inside lane on Campbell Avenue east bound and west bound will be closed, leaving one lane open for vehicle traffic. The work will run from 9:00 am to 4 pm Monday through Friday, and is estimated to take two (2) weeks to complete. The City of Campbell Building Division now offers licensed contractors the option to apply for certain types of permits via the Internet. For "over the counter" permits such as re-roofs with no structural modification or reframing, new or replacement water heaters, new or replacement HVAC, electrical service replacement, furnace replacement, copper repiping or installation of a whole house fan, after a licensed contractor has registered, an application can be submitted 24/7.

The 7th annual “Spooky Night” is scheduled for Friday,October 30th in conjunction with the Downtown Trick or Treat night. Designed for families, this evening includes Halloween crafts and activities geared for children, such as ghoulish mask making and decorating a trick or treat bag, touchy feely boxes, plus sweet goodies galore. As indicated in previous Street Improvement Notices, S. Bascom Avenue is scheduled to be resurfaced with a layer of rubberized asphalt concrete as part of the City’s Pavement Maintenance Program. The area to be resurfaced will be on Bascom Avenue from Campisi Avenue south to the City limit line approximately 530 feet south of Apricot Avenue.

The residents and businesses of eight cities in the South Bay are served by the San Jose/Santa Clara Water Pollution Control Plant, one of the most advanced wastewater treatment facilities on the West Coast. The City of San José operates the Plant on behalf of Santa Clara, Milpitas, Campbell, Cupertino, Los Gatos, Saratoga, and Monte Sereno and their respective sanitation districts. Residents are being sought to serve on a Community Advisory Group that will participate in a three-year process to develop a Plant Master Plan, which has recently been launched to guide improvements to the Plant’s facilities, operations and land use over the next 30 years.

The Fall 2009 Activity Guide is now available on-line. Hard copies will be available at the Campbell Recreation Office, City Hall and the Campbell Library starting Thursday, August 20. Campbell residents can registration for Fall classes starting Tuesday, Aug. 25 at 7 a.m. by walk-in, phone-in, on-line, fax, and touchtone. Starting Aug. 26 at 8:00 a.m.registrations will continue to be open to everyone via on-line & touch-tone until programs fill; and by walk-in, phone-in, and fax during normal business hours, Mon-Th 8:00 am to 5:30 and Fri., 8-5 pm.

Missing Campbell Man Found

Ross Abinanti, who had been reported missing on June 30, was found living in a dry creek bed in Saratoga over five miles from where he wandered off ten days ago. Mr. Abinanti's disappearance prompted a outpouring of support and efforts throughout the community. Law Enforcement Agencies, volunteers, former students, and colleagues posted flyers, conducted daily searches and used the internet to help find Mr. Abinanti. Mr. Abinanti was found by members of a little league all-star team and identified by Santa Clara County Deputies who responded to the call. Mr. Abinanti is doing well overall. The Campbell Police Department thanks all of the allied agencies and community members for their support and assistance.

City Updates the Museum Strategic Plan

City staff is working with a citizen committee made up of members of the City Council, Civic Improvement Commission, Historic Preservation Board and the Campbell Historical Museum and Ainsley House Foundation to update the Museum Strategic Plan which is now ten years old. The committee has met over the past three months to perform a SWOT analysis and identify key priorities for Museum staff and resources for the next 5-10 years. That data and plan will be presented to the public for comment and input at a Public Meeting to be held on Thursday evening, June 4th at 6:00pm in the Council Chamber at Campbell City Hall. All Campbell residents and interested persons are invited to attend to provide their feedback and input into the process.

City Manager Appoints New Community Development Director

The City Manager has appointed Kirk Heinrichs as the City’s new Community Development Director, effective April 6. Heinrichs has been the City’s Redevelopment Manager since 1996 and was the lead person in several key projects in the City including the redevelopment of the Winchester Drive-in site into Campbell Technology Park, the development of the downtown Second Street Parking Garage, the development of the downtown mixed-use project that is home to Aqui restaurant, and the redevelopment of the former industrial properties on Harrison Avenue across from the Campbell Library into a residential community. He is a long-time Campbell resident.

VTA Public Meetings

Between January 21 and January 29, 2009, VTA will hold eight public meetings to present proposed changes to VTA’s Bus Service in 2009. The goal of the public meetings are to obtain public input on the proposal ensuring that we provide the best service possible. The main objective of this proposal, which is cost-neutral, is to reallocate service that is under-utilized and to improve and increase service to bus lines with higher ridership. Following public input, the final plan will be reviewed by the VTA Transit Planning & Operations Committee in March and the VTA Board of Directors in April 2009. If approved, the proposed Transit Service Plan will be implemented beginning in July 2009. The general public is invited to attend any of these meetings, including one which will be held at the Campbell Community Center (Room 80) on Tuesday, January 27 at 2 p.m. For more information, visit VTA's website at www.vta.org.

San Tomas Expressway/Hamilton Avenue Intersection Improvement Project

The County of Santa Clara Roads and Airports Department is constructing the San Tomas Expressway/Hamilton Avenue Intersection Improvement Project in Campbell. This project will increase roadway capacity at this intersection by adding second left-turn lanes in the northbound, eastbound, and westbound approaches of this intersection, and modifying the existing traffic signal control system to improve traffic flows on Hamilton Avenue across San Tomas Expressway. In addition, this project will install landscaping and irrigation in the median islands on San Tomas Expressway between the north city limits and Gale Drive to create an enhanced gateway entrance to the City. Extended Closure for the Community Center Pool

The Community Center's pool closure for winter maintenance will be extended at least one additional week. The leaks in the return lines were more plentiful than anticipated, thereby extending the time for repairs of the pipes and concrete decking. At this time the pool is expected to re-open on Monday, January 12, 2009. Please check the website for updates or call the Recreation Office at 866-2107 to confirm the opening date.

City Manager Announces New Police Chief

The City Manager has appointed Capt. Greg Finch as the City's next Police Chief. The current Police Chief, Dave Gullo, will retire in February 2009. Capt. Finch was first hired as a Police Officer in the Campbell Police Department in 1987 and was promoted to Police Sergeant in 1996. He was appointed Police Captain in 2006.

The City Council is in the process of filling one vacancy on the Civic Improvement Commission to a short term expiring August 2009. The Civic Improvement Commission is composed of seven members who advise the City Council and cooperate with other governmental agencies regarding issues related to cultural needs, health and welfare services, beautification, environment, library needs, historical needs and problems of youth and senior citizens. The Civic Improvement Commission identifies community needs and problems within the scope of concerns assigned to the Commission.

Family Fun Day - October 19th

Looking for an October activity for the family to enjoy? Join us for a Fun Family Day on Sunday, Oct. 19th from 11:00am - 4:00pm. Young visitors will be able to participate in a number of hands-on activities and crafts, such as playing games from olden days, dressing up in vintage clothing, playing musical instruments from the past, and making decorative designs to take home. Admission is free to members or $5 per person for non-members.

Spooky, Spooky Night at the Museum - October 31st

Halloween promises to be extra fun this year as the Museum hosts our 4th annual Spooky Night event at the Firehouse Museum on October 31. The festivities will run from noon to 6pm for kids of all ages and their families to enjoy. Activities will include: making spooky masks, creating Dia de los Muertos skeletons, decorating Trick-or-treat bags, crafting egg carton spider and bats, and more. Games will also be played such as: pin the stem on the pumpkin, bobbing for apples and more. Be sure to come in costume and try out your trick or treating skills. Admission fee is $5 for non-museum members, anyone 3 and older but museum members are FREE. For more information, please call 866-2119.

Santa Clara County Notice of Dog Park Closure

This fall, the Dog Park at Los Gatos Creek County Park will be renovated. At the Board Meeting on Tuesday, the County of Santa Clara Board of Supervisors awarded a Construction Contract in the amount of $206,446 to Guerra Construction Group for the new Dog Park Renovation Project. The construction work is expected to start on October 14, and finish by November 27, 2008. The Dog Park will be closed during construction.

Recreation Fall 2008-2009 Activity Guide

The Fall 2008 Activity Guide is now available online. Resident Registration begins Tuesday August 26th 7:00am. Open registration for residents and non-residents begins Wednesday August 27th 7:00am. The Campbell Recreation Department offers a variety of classes and programs to get you moving this Fall! Come join us for some fun and try something new. Green Building Requirements

In December 2007, the City Council adopted the Tier 1 Green Building Recommendations of the Santa Clara County Cities Association. These recommendations included: adopt Build It Green and LEED as the green building standards of measure, require submittal of a green building checklist for all residential and commercial additions over 500 square feet and require all new municipal facilities over 5,000 to be LEED Silver. Beginning July 1, 2008, submittal of the green building checklists will be required.

Community Notification System

The City of Campbell successfully tested the CodeRed Emergency Notification System last week. CodeRED is a telephone notification system that can dial tens of thousands of telephone numbers in an hour and deliver a recorded message. The City of Campbell is encouraging residents to update their information and also provide an alternative telephone number via our CodeRed Residential Update page.
